Question about an Unvisited Isle encounter

An encounter at the Unvisited Isle (from The King in Yellow expansion) reads:

A monster is attacking a huddled figure in the shadows. If you pass the first Combat check you make against the monster, you may draw a random Ally or Spell.

How exactly should I resolve that encounter?

Should I draw a monster from the monster cup and treat it as "A monster appears" encounter?

If so - what happens if it exceeds the monster limit? Is it just going to the Outskirts and prevents me from gaining the Ally or Spell?

Or - should I draw a monster, make one combat check against it and return it to the cup regardless of the outcome? Can the monster do damage to me? And should I do a Horror check against it? What happens if I choose to flee? Do I even have that option?

Or - should I just make a Combat (+0) check once without drawing a monster from the monster cup?

I've read a few unofficial opinions about this encounter, but I'd really like to get an official one, since this encounter is unclear.

First of all, monsters appearing as result of "a monster appears" encounter are not subject to the monster limit, since they do not stay on the board after the encounter resolves (regardless of wheather you pass the combat check or not).

Then, as for your query, you drw a monster from the cup, you resolve the combat encounter and if the monster is defeated on the first combat check you resolve, then you gain the extra reward. Keywords here are against the monster : if you didn't have to draw from the cup, then it'd be worded "pass a Combat check (+ modifier) to trigger [effect]"

Combat is resolved as always, so first horror, then combat
