Civil War leaders (Nerekhall)

Important questions on this quest, that I don't see explained anywhere:

-How many actions can take leaders when activated? How many of them can be attacks?

When activated, each leaded can perform two actions. The leader treated as a monster could only attack once, like all monsters. The leader treated like a hero could attack twice, since there is no limit.

How do you know?

I haven't read the quest. However, there might be a term for each of them that says "treat them like hero figures" or "Monster figures". In which case, they follow the rules on what kind of actions they can take.

That is exactly it. One leader gets treated like a hero figure, and the other gets treated like a monster figure. The special rules talk about them performing attacks, so they can definitely do that- and the monster one can't perform more than one attack, because it's a monster.

OK, but where it says that "figures treated like heroes" can perform 2 actions when activated? Yes, they sometimes can, as these are the only actions that they can usually perform, but I don't see anywhere that 2 actiones is the rule. I mean, "written rule", not "usual rule", if you know what I mean...

It is not. There is no section in the rulebook for "things treated as heroes" (though there is a spot where heroes are described as receiving two actions.) I am mainly basing my answer on two things:

1) Monsters receive 2 actions when activated. On of the leaders is very definitely a monster.

2)All figures, unless otherwise stated, tend to receive 2 actions when activated. Familiars, NPCs (Palamon, etc), and special case monsters are always explicitly limited to a single action when that is all they can do.

Therefore, since the guards are not limited to one action, and at least one of them can perform 2 actions, I assume that each can perform 2 actions.

What Zaltyre is saying and what I was referring to, is that unless the quest specifically states what kind of actions another figure can do, then you have to go by what the figure is designated as. So if it;s a monster, it can do two actions but perform one attack. Whereas if it's treated as a hero, it can do two actions, both of which can be attacks.
