How do you determine the limit of points to be spent on command cards?

My first thought was that it was 40 points total of command and deployment cards, but after totaling the skirmish tutorial rebel army cost at 43, I was confused. On further inspection, I realized the skirmish guide said 40 points of deployment cards, but didn't seem to mention skirmish card cost limit. Am I missing something?

The command card deck can cost 15 points. See page six of the Skirmish Guide, under "Choosing Command Cards".
