When a unit assists in a combined attack it's fire power is halved, on page 29 of the rulebook it states "you may never halve a unit's firepower more than once"

So does that mean that a combined attack can only occur at normal range since at long rng you need to halve the firepower?

Long range fire isn't halved.

Long range hits on 6's as opposed to normal range that hits on 5 or 6's. (page 27)

However, you are correct that units that are already reduced to firing at half (a heavily damaged vehicle or a pinned squad with an officer) could not add their fire as combined. This would break the rule of more than halving fire.
