Overlapping a Ship

If Ship A slams into Ship B, but then Ship B moves away, doesn't Ship A lose their action plus the shot on Ship B even though Ship B moved away?

Ship A loses it's action, but because ship B then moved away so they are no longer touching they get to attack if they can.

This is correct.

The collision during the execute maneuver step forces the ship to skip their perform action step and does not specifically impede the attack. Then, during the attack step, is when you check for ships touching. Those ships are then considered invalid targets (with the exception of Arvel) and thus cannot be attacked by the ship.

I can't think of a way that ship B would be able to move between when ship A bumps and when ship A takes his action.

Are you having all ships move, then all ships take actions, and then all ships shoot? If you are, that's not how it works. A ship takes its actions immediately after it moves before the next ship moves.
