If I use 2 Fat Turrets against a Decimator and Soontir/Whisper. Who should focus target first?

I'm thinking the Phantom, if it is in range for long enough. or should I go for the Decimator?

after watching Team Covenant on YouTube, the guy lost to Whisper. the commentators were saying, maybe if he went for Whisper first then he would have won

If you get decent shots at the little zippy ship, take them. Otherwise unload on the Decimator.
