FCS isn't an action and is immune to stress. It grants a target lock, not a target lock action.

Also, something that is a free action still isn't immune to stress. A stressed ship can't perform ANY actions regardless of the origin.

Yes it has.

The word "action" in X-Wing is a technical term with a very specific meaning. Without the word "action" it is not an action.

To be absolutely clear, there are two kinds of actions a card could grant you.

The first is something like Marksmanship, where it says "Action: [some text goes here]." This is a new kind of action you can perform any time (or almost any time) you can perform an action, instead of performing an action from your action bar.

The second is something like Ysanne Isard, where it says "When [some condition is met], you can perform a free [some kind of action]." This doesn't give you any new choices, but it gives you an extra chance to do whatever action is specified on the card.

So Fire Control System could have said something like "After you perform an attack, you may perform a free acquire a target lock action on the defender." But it doesn't allow you to perform a free action--it lets you acquire a target lock instead. That means it's the equivalent of being assigned a focus token rather than taking a free focus action, and you can do it regardless of whether you're stressed.

And because it's something some people make a mistake with...

Spending a token is never an action. You may not be able to take a focus action but that dosen't mean some other effect can't give you one, and it also doesn't mean you can't spend it.

Jan Ors (Pilot) states you can't use her ability if you already have a stress. So while it's not an action it still doesn't work if Jan has stress.

Jan Ors (Crew) will work even if the ship she's on is stressed, but if it will work depends on how the ship is getting the focus token, if it's stressed, it couldn't perform the Focus Action so she can't help in that case. But if that ship gets a focus action from some other source, like say Garven, she would work.

Recon Specialist works when you take a focus Action, if you're stressed you can't take the focus action to trigger it in the first place.

Yes. If the ship Jan is on has stress and another unstressed ship takes a focus action, Jan can allow that ship to take and Evade token instead of the focus token.

As a total tangent to the thread:

It is kind of nice how the pilot and crew versions of Jan and Kyle compliment each other. With pilot Kyle and Jan crew you can give a friendly ship either a focus or an evade token. With pilot Jan and Kyle crew, you get a focus token from clearing the stress that results from using Jan's ability.

I hope this is common knowledge and me just being a newb. I'm running Jan/Recon at my tournament this weekend and would hate people to say, "nuh uh! I stressed you. You can't do that."

It should be common knowledge but you never know what you'll run into out there, escpecailly if you are running a card that isn't commonly played in your area.

When in doubt follow these guidelines:

1. Read the card

2. Do what the card says to do.

3. Don't do what the card doesn't say to do.

In most cases you'll end up with the correct result.
