I don't think that Targeted would compete with Predator. The only times that a red reroll is worse than adding a red die is when the first set of rolls comes up all hits, or you have an alternate source of rerolls. Since the original reading makes it sound like you have to keep your TL, I'll assume that other rerolls are few and far between.

Adding a red die adds 1/8th more expected damage than removing a green. Let's say that the corner cases of Predator and vs. C-3P0 make that 1/8th advantage a wash. Now, Predator is cheaper, actionless, and works on every target, instead of only the one you spent your action to TL at some earlier point in the game. You can apply similar math to Expose, actually.

I could see ATC Advanceds using it, but I think it's a bit early to be buffing them just yet.
