Capacitor Failure damage card

The damage card Capacitor Failure reads as follows:

“If a hull zone has no remaining shields, you cannot recover shields in it nor move shields to it. If that hull zone is defending, you cannot spend [Redirect] tokens.”

In our game tonight a Victory-II had 0 Shields in all zones. No shields were left at all when it was dealt the above critical effect from a hit. Does that mean that it can not repair any shields until that card is removed, or does the critical effect only apply to the zone that took the hit that dealt the card?

That is a horrible horrible critical face up card.

You will find plenty of horrible damage cards such as these in the deck.

Yep that's one of the many nasty crits, especially if you get it late game. There's also one that removes shields too, which is even worse if you already have Capacitor Failure.

In our game it, at the time, we played it as only affecting the zone hit. It was a moot point anyway as the game ended (due to time limit) at the end of the turn in which the critical was scored. I appreciate the info it'll be one of the cards that Dodanna keeps an eye out for in the future.
