My question is what other languages beside English does Fantasy Flights print alternate art cards in? And does the event matter? I assume Vader was English only, but what about regionals, store championship or seasonal kits?

I've seen Android: Netrunner promos in other languages (French, at least). I haven't seen any other languages on X-Wing promos but they should have the capability seeing as they do them in their on-demand facility.
I went to two tournaments in Germany last year, and I got an Academy and a Blue Dagger Squadron Pilot in German. That was only the participation price, I did not place well in those. I think for the higher placed, there was a Colonel Jendon alt art card also.

The cards, at least for season kits, are also available in spanish.

I only started playing last year so I don't know how far back it goes, but the SC and regional cards are also in Spanish.
Start boxes and expansions are available in a wide variety of languages. For example I have a Wedge card in Swedish and Finnish. As for the various kits they don't seem to come in the Nordic languages, at least not Swedish. It's probably a different story with the major European languages like Spanish, French and German.
