Can Adm Screed change a die to a Crit+Hit?

His card says (paraphrasing) 'Once per activation, a ship may spend 1 die to change a die to a face with a [crit] icon.'

So can I change it to a facing that has both a crit and a hit?

Can every friendly ship do this once?

Yeah. Screed is a beast. I think he'll be the most used Imperial Commander throughout wave 1.

Step 3 of the attack is "Resolve Attack Effects," which includes modifying dice (e.g. Screeds ability). Step 4 is spend Defense tokens. So (unfortunately), no.

No. Modifying Dice happens in Step 3. Spending Defense Tokens in Step 4.

Screed will also be popular because he is Cheap. Tarkin is great, but he is super expensive. Screed is pretty good, and relatively cheap (the difference between him and Motti is just a few points).
