Local Trouble skirmish question

The Local Trouble skirmish mission that comes in the Han Solo expansion has 4 "thug" tokens on the map. The rules card states:

- Thugs are hostile figures to all figures except other thugs.

- End of each round: Move each thug 2 spaces toward the closest hostile figure. Then, each hostile figure adjacent to a thug suffers 2 (damage).

My question is, if both players have a figure the same distance from the thug, how do you decide which figure it moves towards? We house ruled on the fly that we rolled a die and if it came up even, it moved toward me and if it was odd it moved towards my opponent. Is there an actual rule that we missed that covers this?

Also, who determines how exactly the thug moves? If I have two figures that are both 1 space away from the thug, but the thug could be adjacent to one figure if he moves to square 1 or to both figures if he moves to square 2, where does he go? Obviously I want him in square 1 and my opponent wants him in square 2.

The answer to the first question can be found on page 14 of the RRG under Initiative. From my understanding this would also apply to question 2, as long as the thug moved 2 spaces.

"The player with initiative breaks all ties for mission rules. For
example, if the mission rule moves a token one space toward
the closest figure and there are two figures equidistant, the
player with initiative chooses which figure the token moves
toward."

Unless its during an attack then its the attacker.
