Well, anytime someone attacks a Scum or Empire ship in Etahn's arc, they would get Etahn's buff.

So all 3 factions could get buffed when attacking.

The restriction is really regarding the defender.

We did a game where there was five or six of us each flying a single ship. Someone took Etahn and promptly got ganged up on by everyone else because no wanted him making everyone else's attacks into crits.
