Does the Galant Haven title card reduce the automatic damage that is handed out by Mauler and Soontir's pilot abilities down to 0?

No. Galant Haven says "before ... suffers damage from an attack", neither of their abilities is an attack.

It would apply to damage dealt by Counter, though.
