The normal steps during a ship's activation are:
Inertial Dampeners give you a stress token after step 3.
Which is before the Perform Action step, which means you will have the stress and won't get to perform an action!
But- it does let you perform the stop if you already have a stress token because the initial move is white.

With a Systems slot, and taking Advanced Sensors would allow you to take your action before you reveal your dial. Then activate your Inertial Dampers and do your full stop/stress.

Yeah - I'm not too happy about the way FFG did that. On the Lamda shuttle, you have a red zero maneuver - so can't do it while stressed.
For a one point upgrade on a Scum Firespray like Kath, you can do it stressed or unstressed.
Makes the move less special for the Shuttle and again highlights the crappy dial it has.
Inertial Dampeners are a one use item however whereas the shuttle can do the stop as often as it likes (stress permitting).

It's still not a good idea to do it while stressed, since it leaves you with two stress tokens. And the Lambda is supposed to have a crappy dial; that's why it's so fantastically cheap.
