Does this mean each time I action I have to roll until I get a hit, or just the next turn and if I do not get a hit I just keep card face up for rest of game?

The action is added to your list of choices at the start of each turn. If you choose to, you may attempt to turn the damage card over to mitigate the effect. You may also choose another action. If you fail in your roll, the action fails and you have to wait until next turn before you can try again. So you don't have to choose the text, it is merely the route that you must take if you want to get rid of the agility hit.
