So do ships always have to Shoot if they can.

Recently had game where a stressed Soontir only had a shot on a ship with Rebel Captive, myself and opponent checked Combat Phase rules it says each ship 'MAY' perform one Attack.

So we're we right I'm the fact Soontir doesn't have to shoot if he doesn't want to

Yes you are right. You dont have to shoot. However you do have to roll evade dice if you have been shot at.
