Not exactly. Your ship has it's agility reduced by 1 as long as this card is faceup. If you want to get rid of the effects of this card, then you need to be able to perform an Action. And your action is to roll 1 attack die in order to flip the card facedown. If you are unsuccessful, then its effect is still in play.

You can roll for this action as part of your regular Perform Action step or anytime another card or ability grants this ship a free action, as long as it is not restricted in some way such as being a named action (free boost action, free barrel roll action, etc) or an Action Bar only (Push the Limit) or Upgrade card only (Experimental Interface) action - it's a Damage card, not an Upgrade card.

Other restrictions here are you can't try and get rid of this as long as you are stressed (because it's an action), and you can't try this more than once during the same turn (due to the "can't do the same action twice" rule).

Re-read the card.

Note the "Action:" part before it tells you to roll 1 attack die? This is telling you that you can attempt to turn the card face down by spending your action to do so.

If you suffer Structural Damage it remains until you spend an action and then roll a [boom] result (3/8) on the attack die.
