Yeah, each one requires a separate resource to get going. Keep in mind though that if you have like 6 resources, the first time you use it will give you +5, and the second time will give you +4, for a grand total of 9. Maybe I'm the only one that threw for a while, but it isn't how many resources are left in the pool when you attack, it's how many were left when you calculated the value.

That's a good point I hadn't considered.
Also keep in mind that you can use Blood of Numenor after you've revealed the shadow card but before the damage is calculated. So you can wait to see if the enemy is going to get an attack boost first. Just watch out for shadow effects that discard attachments! In such cases you want to use Blood of Numenor before revealing the shadow card.
I've been working on a Boromir/Galadriel/Glorfindel but, after looking at your effort it seems to be better than the one I put together.
I played a few games on OCTGN (going for the quests I've had big problems winning) with the deck and it is so OP it's ridiculous. I managed to beat the Old Forest (a constant pain in the butt and the quest with my worst win/loss ratio) first time. If anything it seems to make the quests less fun when it's that easy against everything. It's a darn fine deck but not my thing.

Tactics Boromir is the boss, unfortunately he's a smidge too much of a boss.
I'm guessing Tactics is the worst sphere overall (lack of consistent: will power, card draw, resource generation, threat management, shadow cancellation, treachery cancellation, healing, location handling) just because of Boromir. If he were in any of the other 3 spheres he'd be in over 80% percent of power decks. He'd be that broken.
Yes the threat raising is not enough cost these days. It's too easy to compensate for that with Merry, Galadriel etc. Perhaps each readying should damage him 1 point as well as raising the threat?
