If I use the "Intelligence Agent" can I look at the maneuver of the opponent ship before or after I choose my own maneuver?

The agent is used "At the start of the activation phase", since you plan your maneuver in the planing phase (that is befor the activation phase) your maneuver is allready locked in when you get to use the agent.

The benefit of this is you now know where the enemy ship is likely to be so you can plan your boost or barrel roll actions accordingly.
