As a ship is at range 1 of itself (as per the FAQ), does that mean Howlrunners ability applies to itself and it can re-roll one attack die when it attacks?

No. The key is that Howlrunner specifies another friendly ship at range one, so she discludes herself.

Howlrunner is within R1 of itself.

The problem as everyone has already mentioned is that her ability only applies to OTHER friendly ships.
