There won't be 5 X-Wings in a 100 point game.
The X-Wing at 19 points would be costed correctly, enabling 5 Rookies with R2. That would be a very respectable list but in no way overpowered or better than most other swarms really.
I think they will not do this, and rather go a similar way to the Advanced by buffing it without reducing the base cost, but i would not mind it and it would be something they could have done right from the beginning.
8 Ties hould have a very hard time against 5X + R1. A VERY hard time.
This won't happen anyways.
Even with 25HP and 15-20 dice a turn the sky would not at all be falling...

Tie Fighters pilots have a heart and a duty. The keep chaos at bay and protect civilians.
They give their lives to keep law and order in the galaxy.
And you want them to die even faster then they actually do?
You would need a R2 in addition
One of the guys I game with came up with this last night:
S-Foils [Title, X-wing Only] {2} Treat all speed 3 maneuvers as green.
Combine with an R2 astromech and you get an awesome green dial that allows the X-wing to hang pretty well with an Interceptor or A-wing, while still not stepping completely on either ships' toes.
Edit: Is suppose you could also name this one "Rogue Squadron Pilot", which sounds better for a Title card.
