I just assumed he was a PC droid. So a unique or custom droid, not a mass produced one.

It has the look of a Separatist battle droid with lots of customization (judging by the head).

It’s got the head of a Sith War Droid, Mark I.

I have not yet figured out where the rest of the design comes from.
