Is it better to have Jan Ors & Recon Spec on a YT-1300 or

C-3PO & another crew?

I use to fly with Jan + recon until I discovered 3PO works better if you have the point 3PO + Jan is really good the option to take or give an evade is really good

True, but in a meta heavily populated with 2-ship lists, if you can doge 1 arc with Engine upgrade then it almost literally is "every attack per round" Figuratively speaking.

Also Jan + C-3PO is good if you have a RecSpec somewhere else in your squad

Jan + Kyle isn't a bad combination either, especially considering that you get both in the same box. You do Jan's ability and clear the stress next round for a free focus.

Recon Specialist

Take evade with chewie, than lando can take a recon spec focus, change 1 to evade and when green moving hand chewie a focus action, that nan can turn to another evade or keep for F/E.

that was the plan anyway.

C3PO is considered an auto include by most, I don't own it and every time I ask for help with a build for the 1300 all advice includes 3PO, even FFG said they did not consider used on the falcon or something close, they may have even called it broken.

C3PO is the superior choice, but Jan+Kyle+PTL and Chewbacca are both solid alternatives

In my experience crew Jan hasn't been as good as I would have thought, while pilot Jan is actually better than I would have thought. Funny how that works sometimes... PS10 with Engine and Autoblaster Turret made some Soontir Fel opponents cry the last tournament I played in.

Anyway, back on topic. Used to run PTL Chewie, don't know if I would in the current meta. Too many control lists out there, and his boosting ability is somewhat mitigated by the steady rise in PS values for opponents. Kyle does help a bit but Predator Chewie (with 3PO and R2, plus MF Title and Engine) has been my most successful variant of the YT-1300. Durable, can boost if you need it, and still pretty accurate even if stressed or blocked.
