Local venue actually ran a tourney with those rules last week. I won with the following list:

Unfortunately, I have to give myself an asterisk, because I had told people all day that my list was 99 points. I miscounted (because I couldn't use any squad builders) and should have been 100. It only affected asteroid placement, but blarg.
