What does this mean? X is at least 1 or the attack's damage is not reduced to less than 1?

Qustion from new player from Brazil, with difficulty in English:
It means that the lowest that you can reduce it TO is zero.
You could reduce a 3 speed/damage attack by zero, and it would still be 3.
But if you reduced an attack that was 2 damage by 3, it would still 1 damage.

guess i the mathematician in me came out and i got all theoretical and was off on a tangeant where 0 = 1
But yeah i think you got it
