Is it legal to use these two in conjunction? The cards seem to read like it is, but with hotshot blaster being an illicit I wasn't sure. Any insight would be helpful. Thanks.
Hot Shot Blaster and Munitions Failsafe
Hot shot Blaster has the "Attack:" header, so it is a secondary weapon, thus munition failsafe applies.

No. Secondary weapons are defined without respect to upgrade slots.
As others have said, we have missile and torpedo upgrades that aren't secondary weapons (Chardaan Refit and Bomb Upgrade, soon to be joined by Extra Munitions), and although Hot Shot Blaster is the first secondary weapon that isn't a cannon, missile, or bomb, there's no problem defining it that way.

If you have the points to spend, it's a nice little upgrade. Main targets for the Blaster are arc dodgers, who tend to be.. dodgy. So while you may fail to hit a few times, at least you'll have another go. Gotta love effects like that: either you hit the opponent (yay!) or you get to use your mini-turret again (yay!).
Yeah I'm currently runnign a list with Scum Boba where he has Hotshot and Munitions. Basically makes him 360 arc for a few turns.

Failsafe works with Hotshot, but Extra munitions doesn't.
