I had the impression there was a lot of support for the Alliance; but speaking out too soon would have gotten them wiped out, thus they quietly provided support until they could strike out against the empire; once they did the empire was effectively crippled within a year, so manpower/ships wasn't a problem after Endor.

Yes, I agree. I'm sure Rogue One will challenge some of the stereotypes a little bit, but I think it will nonetheless fit in with WWII-era, European espionage pretty consistently: resistance fighters in occupied territory backed by stolen/appropriated/smuggled materiel. This is also true to the source materiel for Lucas's cinematic inspirations, which borrow heavily from fighter plane films set in WWII.
I think I read in an Entertainment Weekly article that they were intentionally patterning Rogue One off of classic WWII movies. They wanted it to have that feel, just in the Star Wars universe.
