The answer is Yes, but also No.
FFG most certainly has some costing formula they utilize in order to come up with thier initial costing. But they will adjust that via the resulting play testing the game undergoes.
Because they don't seem to slavishly adhere to thier costing formula it is hard to reverse engineer that formula.
We've come close on fighters. Just waiting on Wave 2 to lock it down. Ships are a little harder.

I always figured it was just good old fashioned Bistro Math.

That's only on their Friday brainstorm sessions, and even then only when someone brings enough money to cover the tip.
Any other day, and there are simply too many non-absolute numbers to properly calculate anything accurately, least of all the tip.

What's the current guess for the fighter formula?
I bet some people will try to crack it. But too often even if some formula is used, there also might be a fudge as a result of playtesting.
in one CMG i was in one of the first figures released had its the digits of its 2 digit point value transposed, (45 instead of 54) it was only after someone used a tricked question did they fine out the error.
