Have I missed anything about whether the new expansion might come out with a Gray as well as the Red deployment card depicted in the display image?

The images seem to not always show everything that is in the pack...for example the tokens and stickers in the Wave 1 Rebel expansions.

While I agree with this statement I wouldn't word it quite that way. None of these packs have 2 reward cards yet they are shown with both a face up and face down card. Precedent does say that they will have both Normal and Elite cards based on Rebel Troopers and Rebel Saboteurs.

I think they just have the 1 deployment card, else they'd have enough figures to use elite and regular, no?

The Rebel Troopers and Saboteurs in wave one came with both but only enough figures for one, why would these be different?

Exactly, history speaks for itself. Every pack will come with both options. Remember not everyone will have bought everything previously. Heck with this wave you could play stormtroopers and not buy the core set.

So, you can always share that stuff. Not everyone needs to buy every single thing.

IE: I own a core set. So does my buddy. Our other friend wants to play Imperials, he can buy this pack, royal guard champion, Weiss etc etc. and not have to buy the rest. You only need one set of dice and tiles for every two players in skirmish.

They all seem to be a value of 1-3 so it almost impossible to build a command deck purely from the small expansions due to the point values exceeding the 15pts/15cards, making the core set still needed for a skirmish army:(

Easy fix. Loan Or sellhim your extra set. One core set comes with two sets of the zero cost command cards.
