Does this mean a crit causes 2 damage, or does it just add 1 plus a critical effect?

Another player insists it means 2 damage plus a critical.

Normally [crit] does nothing when a squadron is attacking or defending. Bomber allows squadrons to use the [crit] result.

Another way to say it is that it allows the squadron to utilize the crit rolls in the same exact way ships do.
