There is a reckless modifier that makes treachery cards count towards the check, rather than against. It's good stuff. I find we end up saving them for Airlock/Human Resistance HQ skill checks, and discarding them (to move between ships, for crises, w/e) when there is little risk of Sabotage (we've seen them all, or there is no revealed cylon to take advantage).
Many treachery cards seem pretty toothless when it comes to New Caprica. We had several broadcast location cards fail to do anything because Galactica was not yet in orbit. The one that makes everyone draw treachery cards only hastens the use of the HQ.
Granted, I haven't played a lot with the expansion yet, but right now I see humans being Reckless all of the time until a Cylon reveals and then becoming a bit more cautious.
