That depends on the scenario. Some can come into play by Keeper Cards, some can come into play by a specific event. Some can come into play when the investigators find a clue or uncover the objective. Some may even start on the board.
Do note that this game is not heavily combat oriented. Therefore, it is not uncommon for several rounds to pass without any monster in play. In my experience, this freaks out the investigators even more. They know something's comming for them. But they do not know when. Or what...
We just started playing yesterday, and we spent an hour looking through the rules to see if I missed anything before I finally peeked at the event cards. Monsters come up through cards-- be they event, keeper, clue, etc. As a keeper, trust that the cards will trigger the monsters as you need them.
I have to admit, it was frustrating that this was not included in the rules, but there are multiple paragraphs that explain how to pick who goes first.
in the fall of house lynch where does walter come from?
in the game i played as keeper i was confused as to where he came from?

This is pretty much what I came here to find.
Walter seems to spawn when you find clue 1A. For our group, we hadn't found that clue yet. It was super confusing for all the players, including the keeper, because the event card and objective refer to Walter. We had no idea what to do and had to start flipping over all the cards to figure it out.
Is Walter supposed to spawn when you reveal the objective or are the investigators just extra ****** if they haven't found the clue yet?

I know this is an old thread but this is unanswered and I came looking for the same thing so...
Walter spawns within two spaces of any investigator when clue 1A is revealed. If the investigators haven't found that clue by the time the the Objective is revealed they have about three rounds to both find the clue and then kill Walter... Good luck with THAT investigators! :/
