So using only the released cards from the Core sets are you using the required commanders?
Even at 300pts Tarkin can certainly be cool, but very expensive.
Are you using them, or just house ruling that no Commander is required for the Core sets?

Why wouldn't you? They're required per the rules, so you should be using them.
If you think they're too expensive, just increase the points to say 200.
Of course. They are part of the game. Tarkin gets better with more points and therefore more ships. Play 300 or proxy some GSDs.

We've played this RAW -- and House Ruled Commanders out.
Excluding commanders by house ruling appears to give Imps an edge. In our games, the Rebs have gained a lot more from Dodonna they they ever will for a few more points.
I highly recommend playing with them if you're not doing the tutorial game. First of all, they're an integral part of the game, and I think they're balanced more by their "limit one" requirement than by their point cost. Secondly, yes, Dodonna gives the Rebels a much better chance to disable that Victory's defenses, whereas Tarkin (although powerful) doesn't really offer anything new. Finally, if you don't include them at 180 points, the Imperials have enough to take a second Victory (albeit barely), assuming you're playing with the shared contents of two sets.*
*Although if you've got two core sets to play with, why are you playing 180!?!
I'm playing at 300pts with two Core sets.
We are using the Commanders and was curious if everyone else is using them, seeing as their is only one choice for each faction.
Tarkin seems to be okay with 2 ships, but I can see a real advantage when you start fielding 4+ ships (Imp Raider especially).

Remember that ships can only have a number of command tokens assigned to them equal to their command value; Tarkin won't let Raiders bank any more tokens on the approach, and smaller ships means each individual ship (and the victory points it represents) are easier to destroy.
Besides, all of the commanders offer fleet-wide abilities; more Rebel ships concentrating their attacks will drop shields and cause crits for Dodonna sooner.
I don't see any reason to house rule commanders out, and I would not.
aye
tarkin is worth every last one of those 38 points

Fact. tarkin will definately be better at 300-400pts with multiple VSD or GSD.
But even with a raider spam, that 1 token each round can be really good. Hes nasty, although Motti seems really really good.
