That's a good question. I wasn't thinking of dropping two bombs on one side though. This could still happen with Emon, but that's an interesting question.

He was being hyperbolic, but it is.

They both follow the rules for proximity mines. (I am assuming you meant proximity mine tokens). If they are exactly, 100% fully overlapping each other then they will both detonate whenever a ship or it's maneuver template overlaps them. If they are not perfectly aligned then it is vaguely possible for a ship to overlap one of them and not the other only triggering that one.
