The Special Set up in the campain guide reads "Increase Threat by twice the threat level and resolve an optional deployment"

We are playing this as the first side mission so the threat level is at 2. Does the special set up mean that the first turn we increase the threat level to 4 and each turn after only increase threat level by 2, or every turn you increase the threat level by 4?

I think it is the 1st way (broken if the 2nd way) but I'd like the internet to confirm.

Special setup allows you to add 4 to your threat. The threat level remains the same, so you would still increase your threat by 2 every round.

Threat and Threat Level are two different things.

You spend threat to deploy and reinforce figures to the board and threat level is the amount of threat that is gained at the end of a round.
