The list starts with Whisper and the Academy Pilot, then each round you add in a Sigma Pilot. I figure with the new rules to Decloaking having the intelligence agent would help make it so you can make people bump into you.

Are 4 Intelligence Agents overkill?

So far three rounds in, 2-1 first round was against Tie Phantoms with FCS, Intel Agent, and Stygm that lets you get a free evade after decloak or cloak.

Second was against a scum list. My dice were on fire for this one.

Third was against Dash with HLC, he had Jan and Biggs. It was quite a nasty match up.

I think all those int agents MIGHT be a little much. I see you want to bump, but you might want to scale it down and switch 1 or two for a RecSpec or Gunner. Even Sabotuer wouldnt be a bad choice

Yeah the Int Agents were overkill, I used it a total of three times, I should have done something different.

While on paper having Four Attack Dice is nice, the problem is the low pilot skill and the two hull, if you get shot at before you can recloak, the ship is pretty much done for.

If I were to do Phantoms again, Whisper and Echo would be there, not sure about the others. Fire Control System seems pretty good, but if you don't get a second shot, it's useless, hence why Gunner and it are quite nice together.

The thing about Gunner is you need to COMPLETELY miss before you can activate the ability. Rolling a natural 4 red dice is going to decrease your chances for using it. Gunner is nice, but I'd use it for a lower attack ship. The Phantoms are really good on attack (as you've mentioned before), so I would go with a more utility-based crew member to enhance the features it already lacks (ie agility). When you go with ALL phantoms your get that "glass cannon" type squad, where you have the potential to put out really high damage, but a flick of the wrist and you're done for. Maybe sub a phantom for a ship that can harass a little more to pull some of the aggro?

Yeah I'm not giving up on them by any means at all. What I'm thinking of doing for the next Escalation is Echo and Whisper, with some other guys thrown in to round out and take the pressure off those guys. While I liked Fire Control System, I might swap it out for something different in the future. It's nice to get a target lock on something, but then I'd rarely have that target in Arc again (this could be do to my noob status as a Phantom Pilot).

Advanced Cloaking Devices almost seem like a must with those guys, as well as VI. I'd start the list out with Whisper loaded up and an Academy Pilot, then go for Echo. I've got time to work on it as the next escalation isn't for awhile.

Yeah man, those phantoms are fun. But they are hard to master. I'm still practicing myself. The Fire Control System is a nice one to have and i also agree that the Advanced Cloak is a must. Those dang phantoms are uber heavy though, sheesh!
