Here's the scenario:
Whisper is cloaked from the previous turn.
1) Decloak.
2) Move.
3) Use Stygium Particle Accellerator to give a free Evade token to the ship.
4) Focus.
5) Attack using focus token.
6) Use Whisper's ability to regain the focus token and defend yourself with it.
7) Use Advanced Cloaking Device to cloak. Now the Tie Phantom is Cloaked, Focused, Evading. Basically impossible to hit.
8) Repeat.
Am I doing something wrong?
How do you beat that?
you cant put SPA and ACD on the same ship - they're both modifications and you only have 1 mod slot.
also rules have been changed to make you decloak at the start of the activation phase rather than just before your turn to move (FAQ page 1)

It's also worth pointing out the timing on the stygium particle accelerator. It triggers when you either cloak or decloak, so
Decloak
Move
SPA evade action
Is also wrong, if you have SPA equipped the order should be
Decloak
SPA evade action
Low PS ships move
Phantom moves
