Halberdier specialist card

Hello, I was wondering why the specialist car for the Halberdier only requires you to place the unit next to a red flag unit rather than replacing an entire unit or 2 like other specialist cards?

In the Call to arms box set, the Dwarven Mercenaries card says replace 2 units of your choice with Dwarven Units of the same banner color and weapon type.

Does this mean I replace the 2 units I piced with 2 swarven units or just 1 dwarven unit?

With the Dwarven Mercenaries card, each single unit chosen is replaced with a single dwarven unit. So either one or two (or, I suppose none, but what would be the point of that ;) ) dwarf units can appear for that card.

The Halberdiers' specialist card only allows for one unit to be placed, though it doesn't replace any units on the board.

In general, the dwarf specialist cards do not increase the number of units on the board, while the human and goblin cards do.

Actually, looking at the specialist cards, the human cards typically don't increase the number of units - the halberdier is the only one, similar to one of the Iron Dwarves Clan Chiefs card. The Halberdiers card seems inline with the other specialists.

The answer has nothing to do with variety or wrong card text or race ability.

The answer is one word and it's the primary reason I chose to get onboard the BattleLore train instead of other games: Balance.

Since all Specialist card don't have costs or a similar mechanic they are equal and the probability of a player choosing one over the other is defined strictly from WHAT type of Specialist unit it provides and HOW these units get on the board. So powerful units are more restricted or do not add to your army's numbers and lower strength units have easier "get on the board" rules and they are usually added to your army instead of replacing units. {Greater numbers is an advantage in BattleLore, I haven't played many games to know just how much of an advantage it is but it's there.}

That's why Halberdiers or Goblin Spearmen {red units} for example are more restricted than Dwarven Spearmen {blue units} etc.
