there's a passage in the Pegasus-Rulebook about the New-Caprica-Phase that vexes me. It says that at the beginning, all non-destroyed civilian ships are put in the "Locked civilian ships" box. Now I always thought that when a civilian ship is destroyed, it's shuffled back to the rest and can be put on the board again some later point. Am I wrong? We played two games of Pegasus yesterday and had to unlock 12 ships every time.

Destroyed civilians ships are returned to the box. The same as true of the two Galactica damage tokens with the resources on them.

This is stated somewhere in the original rulebook and so these ships will never be returned to play on New Caprica.
