Modification?

Hi Folks,

Do any of you know why the Enhanced Armament card says Modification, while the H9 Turbolasers doesn't?

Both of the cards go in the Turbolaser slot.

Some upgrades are modifications, and a ship can only carry one card with that keyword.

Just a game-balance thing.
