Can movement dials from different factions be used?

Example: 2 Firesprays, one from Scum one from Empire.

Or do I have to track down another Scum dial to make it tournament legal?

You can use an Empire dial and a scum dial if you want to run 2 firesprays in your scum list. However, you still need the base and pilot cards to all be of one faction.
