(To explain why this is an important distinction some people tried to rule it that if their agility was 0 and they used expose, it couldn't drop below 0, so their agility would be 0, then if they used countermeasures it would be 1.)

Yeah -5 agility has no more effect than -1 you can't really go below zero.
But to make expose worth while you need away to modify the dice.
To clarify, you can put Expose on a Decimator whose pilot has the Elite Talent slot.

That is correct, but keep in mind that the extra dice from range 3 or being obstructed are not bonuses to agility, they are extra defense dice. So, various effects can reduce agility to negative, it is then treated as zero, then you roll a number of defense dice = to your agility (zero), plus 1 for being at range 3 (if applicable) and plus 1 for being obstructed (if applicable). So a decimator using expose and with the crit that reduces agility being shot at by wedge would still get to roll 2 defense dice if the attack was at range 3 and through an asteroid.

But yes, if something's (a) important and (b) not clear to you, then asking for an explanation is not a dumb question.
And agreed with the guys above - it's useful, but only in conjunction with some other way of modifying the attack dice (which is why Admiral Chiraneau is used with it so often as he has such an ability built-in).
