So accuracy has no effect on fighters as they have no defence tokens. Except in the case of Howl runner and Luke. So can accuracy be used in these instances?
Accuracy vs Squadrons
The attack resolution steps on the back cover specify they apply to both squadrons and ships, and step 3 is to resolve your accuracy rolls, so yes, I think you can use your accuracy against Luke/Howlrunner when at step 3.

I'll add that accuracy helps tremendously vs howlrunner's scatter token.
I would say that it works so well with Howlrunner's scatter token that I have never seen her use it. She keeps getting killed before she can. So much so that I am thinking of stoping using her and just takeing an extra Tie Fighter.

Well, just because she Got advanced's covering her back, doesn't mean she's safe from capital ship fire...
True, but even at the 2 dice of a Neb B, if one is accuracy and cancels her scatter and the other is a hit, she is still not dying.
Unless she only has one hit left from the Xwing that they activated with the squadron command. I see this alot as she is most of the time the first thing killed. So like I said above I am thinking of switching her out for two Tie Fighters My other thought is keep her and change my tactics as she draws so much fire and try to come up with ways to use that, just going on the assaumption that I will not really get to use her before she dies.
Yeah I've played Imperials 4/5 times when playing, and I think I've used scatter once...maybe twice? Usually 4 dice from an x-wing will get a hit or more and at least 1 accuracy. Then times that by however many X-Wings and ships are around and she has no chance.
It's a brilliant token, but I've not seen the great benefits yet. Just too fragile.
The first thing that keeps Howl alive, pre-escort, is the Squadron dial. Scatter is #2. You send her in first, at the edge of the enemy group only engaged with one, and shoot it. Then bring in the other ties in such a way that when the first enemy squadron dies, Howl is unengaged but all the enemy squadrons are.

She doesn't know how to fly a Tie Advanced. She's a Tie Fighter pilot. You can't put her in a Tie Advance.
Paired with, not in. Her and an advanced together, where the enemy has to shoot the advanced because it has Escort. And worse - if it is vader she is paired with...

The TIE Advanced would be able to escort her, but she wouldn't be able to add to the dice pool of the TIE Advanced since it doesn't have Swarm.
