Cloaking before the game?

Can a Phantom start the game with a cloak token? I played against a couple of people the other day that said that the Phantom can start the game cloaked. I told them that I have never seen this rule before. They stated it was in the new rules, so I did not make a big deal of it since it did not affect the games. Since then I have looked for this rule and can't find it. Am I overlooking it or were they mistaken?

I will say they were very nice and fun to play against. I would not mind playing with them again. I just want to make sure I have the rules right.

No. It requires a cloak action to gain the cloaking token. There's no way to start out in that state.

Also the new FAQ doesn't change anything like that, it only changes when you can decloak.

I also was wondering this because I saw in this video https://www.youtube.com/watch?v=Bn4z4r7z6OA&list=PLmHifZPFC_JvNld3Lp9Mly89a2ZEV7cNY&index=33 the player had Whisper cloaked to start the game. I have yet to find any documentation that supports being able to start off cloaked. Seems to me if Whisper could start off cloaked the other folks should be able to start with a focus or an evade token.

You're right. The only way to acquire a cloak token is to perform the cloak action, so you can't start the game with a cloak token.
