Questions regarding Core Set - Unequal factions?

Hi, I have recently puchased the Core set and while teaching myself the rules I notice that the Agency has 21 cards and the Miskatonic University has only 19 cards.

I have not had a chance to play properly but if have a deck mix of Miskatonic/Syndicate/Neutral you have at least a one card deficit to the other player. was this intentional and does it create a imbalance to the game (well until you start mixing in decks)?

That brings me to my next question what are the best Asylum decks to start with?

And lastly when playing against another player who has thier own deck is it permissable for both players to have say Cthulhu faction in thier decks or do each player need to use different factions in their decks?

I Plan to get a couple of the Asylum Packs anyhow (providing the game plays as well as it looks, and from what I know I should enjoy it) so that will hopefully cure the slight imbalance.

I heard a rumor that there will be a different Steve Clarney coming out as a Miskatonic returnee. But for now, Steve joined the government and abandoned his academic career.

Not exactly true. Though Clarney was intended to be MU, the LCG Agency version is not errata. It is to be played officially as Agency.

I'm not suggesting an errata, I'm saying I heard that there will be a DIFFERENT Steve Clarney who will be Miskatonic. Yes, the one that was printed in the core set is officially Agency (even though the CCG version is Misaktonic).

Actually, I was "not exactly"-ing a previous comment, not the professor's post - not important, but to be clear.
