Templating mostly. And it leaves things open to have effects that interrupt and replace the draw.
IE R: After you have revealed the top card to your library discard the top card.
R: If you would draw exactly 1 card for any reason, draw 2 cards instead.
Keeping the card language clear and exact allows for things to not only change the rules of the game and also to make it easier to understand.
