One way to handle it is that it would work just like cybernetics do for organics. You can get the standard boring ones that offer no benefit, or the souped up ones that come with cool bonuses.

As for using another droid's limbs, I would allow it if the droids were of the same manufacturer. But different manufacturers use different standards, so it would take some work and creative engineering to get the foreign limb to function.

Maybe the technician book will have some answers for you, but cybernetics are the only RAW answer we can offer at this time.
