The other notable exception is obstacle terrain- you cannot count an obstacle when counting. Otherwise, a space is a space is a space.

Yes. As stated earlier, as long as they can count spaces, they can burrow. You cannot count spaces through closed doors, or obstacle terrain. Other terrain, and and spaces occupied or unoccupied count as 1 space, and can be burrowed to/through.
Are you guys sure this is right? According to the unofficial FAQ - the "FFG Sez" one:
Q: Can monsters with Fly ability move over (through) obstacles?
A: Obstacles are considered terrain for the purposes of movement, so monsters with Fly can indeed ignore them when moving. (1)
This imples that counting spaces for movement counts non-wall, non-door obstacles as Terrain. Burrow isn't Fly, but if you can count spaces for Fly through Obstacle Terrain then you should be able to for Burrow (and Knockback, or anything else that moves something + ignores Terrain), right?

Edited by Inspector JeeThis is an incorrect interpretation - flying figures can only move through obstacle spaces because fly specifically states to ignore the effect of obstacle terrain while moving. They CANNOT count spaces through obstacle terrain for non-movement abilities. There was another recent response that I can find that explicitly stated you cannot count spaces through obstacle terrain for range or other abilities.
That part is also in the rulebook, under obstacle terrain.

The Rulebook says:

It doesn't saying anything about counting spaces for abilities. The FAQ mentions that you can't count through doors or walls, but makes no mention of "Blocked Spaces" or Obstacles. The above references Obstacles as spaces, so that also implies you can count through for them non-LOS based abilities. I've always been under the impression that knockback could send you over Obstacle Terrain (or Summoned Stones, which count as Obstacles), and that teleports of any kind (like Astarra's or the Plague Worm's Burrow) could go straight through them provided that the target space(s) was a legal drop for the figure..

A: Astarra is removed and placed, so there are no terrain or obstacle effects to hinder that movement. However, she is entering an empty space, so the overlord could play a Pit Trap.

Edited by Inspector JeeHere it is. I was wrong about the rulebook- the operative sentence is on page 13, in the paragraph about counting spaces, not in the obstacle terrain section itself. You ignore non-obstacle terrain and figures when counting spaces. You cannot ignore obstacles when counting- this is spelled out in the linked thread.
"Fly" is a keyword that specifically allows figures to ignore other figures and all terrain when moving. Non-movement abilities are subject to the obstacle restriction like everything else for flying figures.
Plague worms don't even have fly- though burrow is not a movement ability, anyway, it's a "remove and place".

I think that it is poorly worded. It is true that figure, water, pit spaces, elevation lines, etc cannot stop Astarra- the only things that really can are obstacle spaces and closed doors. It's strange that they said "terrain or obstacle" as obstacles are terrain. The only thing I can reasonably infer is that the writer of that answer meant:
terrain: non-obstacle terrain
obstacle: space blocked by another figure
which is not the standard use of those terms. I am very certain about the implications of obstacle spaces- you cannot count through them- remove and place abilities require counting from the space that you left, and therefore you must be aware of these spaces.
