We are starting a dark heresy campaign now and i have a question about shields and cover...

It seems to me as shields used as power is overpowered, i mean why wouldnt everyone use a shield. Its a portable cover that gives you always cover ( until its broken) Abit sad if we see all the players and enemies going around carrying heavy shields.

No, not really. Since i let those shields get damaged/shot to pieces like normal cover they don't last too long in enemy fire, but they still make it possible for the melee-specialist to get in or a lot closer without getting simply shot down.
